FORMAL CHARTER (DRAFT)

 
The Trans Global Highway Development Corporation (TGHWDC)

PREAMBLE

Recognizing the long-term importance of resilient, secure, and
efficient global transportation and logistics networks, participating
jurisdictions and partner institutions hereby agree that the Trans Global
Highway Development Corporation shall advance feasibility analysis,
technical coordination, and intergovernmental dialogue regarding potential
transcontinental transportation, energy, and communications
infrastructure corridors, including but not limited to fixed-link
tunnel concepts.

 
ARTICLE I — PURPOSE
TGHWDC shall:

 
ARTICLE II — STATUS AND LEGAL NATURE

TGHWDC shall be the steering body for this project
Participation in TGHWDC does not:
• Create financial obligations
• Commit any member to construction or financing
• Supersede domestic legal frameworks
• Impose regulatory authority over sovereign jurisdictions

 
ARTICLE III — MEMBERSHIP
Membership may include:
• National transportation ministries
• State/provincial transportation agencies
• Multilateral development banks
• Sovereign wealth funds (observer status)
• Infrastructure investment institutions
• Recognized technical and engineering bodies

 
ARTICLE IV — GOVERNANCE

TGHWDC shall be advised by:
• A Steering Council (senior governmental representatives)
• A Technical Advisory Committee (engineering and planning
experts)
• A Finance and Investment Working Group
• A Geopolitical and Risk Assessment Panel
Decisions shall be non-binding and adopted by consensus where
possible.

 
ARTICLE V — OUTPUTS

TGHWDC may produce:
• Corridor feasibility reports
• Economic impact assessments
• Technical alignment studies
• Environmental baseline frameworks
• Financing and procurement models

 
ARTICLE VI — PHASED DEVELOPMENT PRINCIPLE

All TGHWDC activities shall be structured in phased development
stages, including:
• Pre-feasibility and concept validation
• Detailed feasibility and engineering studies
• Corridor prioritization and selection
• Investment structuring
• Pre-construction planning

 
ARTICLE VII — CONFIDENTIALITY AND DATA
SHARING
Member entities shall coordinate on data sharing under mutually
agreed confidentiality frameworks consistent with domestic law

 

ARTICLE VIIIOwnership

No single nation needs to own the Trans Global Highway,
however each nation will retain their sovereignty over
its own territory and infrastructure. The Trans Global
Highway Development Corporation shall remain a private entity,
however a viceroy corporation shall be established
by the Trans Global Highway Development Corporation
to administer day to day operations of the highway and
shall be governed by member countries.

The objective of the Trans Global Highway is to
establish interoperability and connectivity.
The United States can develop its corridor
Russia can develop its corridor
Canada can develop its corridor
Japan can develop its corridor
Korea can develop its corridor
and other countries can develop
their respective corridors.
This approach allows each country to determine is own
laws, regulations, engineering standards, finance, ownership
structures environmental requirements, security
requirements and construction priorities.
Since the TGHW will be a global project,
the Trans Global Highway Development Corporation
shall coordinate and standardize technical requirements.

Further, since virtually every nation on the planet will ultimately
benefit from the Trans Global Highway, it is expected that other
nations will contribute to the construction of this
monumental project that will help the planet for
centuries to come.

ARTICLE IXMaintenance

 The maintenance of the Trans Global Highway will be funded by
reasonable tolls from the road highway, portions of trains and
or mag-lev transit fees and tolls for the gas, oil, water, electrical
cable and communication cable transit. Similar toll schemes
already exist throughout the world. Certain areas of the Trans
Global Highway will require more funds to maintain the pathway
and thus there will be an equitable method of sharing certain
 tolls to offset the addition funds needed to maintain those areas.

ARTICLE VIICOMPENSATION
The Trans Global Highway Development Corporation will be
entitled to a moderate compensation to pay stock holders,
and expenses. The exact amount and duration is to be
determined through mutual, multi government agreement.

 
ARTICLE IX — DURATION

TGHWDC's planning commission is established as a long-term coordination platform with no
fixed termination date, subject to periodic review.
